What is the black scratched part of the table and how can I make it look good?

It feels like plastic at the top, but it is so heavy that I think it could be stone or slate. If there is a difference does this make a bumper pool / poker table / Tabletop kind from the whole affair 1950-1960. I want to refinish and make it look nice, but have no idea what to do with it is. Please help, and I thank Them.
Most likely it is slate. If so, sanding will probably not work very well. – I would suggest sealing or Coated with a clear goal (assuming you want to keep the color, though, something darker) If you take care not much for us to stone, it could be to paint (prime first, then paint). You want a simple solution, you can either a tablecloth or a table (different options here) or … If the Skill and a helper (and courage), can you try turning down the slate on the other side (assuming the other side is better). This may be difficult or be impossible (requires removal of most of the table in the process) depending on how it will set in there.
